Rep. Tom Tancredo (R-CO) introduced HR 1325 to Congress on 3/15/2005.
His bill is short and simple because it totally abolishes the H-1B visa
by striking out the laws that made it possible in the first place.
In 2003 Tancredo introduced a similar bill called HR 2688. The House of
Representatives has 435 members and yet not a single one of them would
sign their name to the bill as a co-sponsor. In the Senate, not a
single one of the 100 Senators were willing to sponsor his bill. Lack
of interest in Congress and public indifference led to the demise of
Tancredo's bill.
So far HR 1325 hasn't attracted any co-sponsors so its fate may be the
same as its predecessor. The renewed push by employers such as Bill
Gates to remove numerical limits to H-1B visa cap will tend to
influence politicians to shy away from public displays of opposition to
H-1B. House members are unlikely to support HR 1325 without massive
pressure from the public, and that has not been forthcoming.
Tancredo's bill is probably DOA but it's a positive symbolic gesture to
the few Americans who want something done to stem the flow of H-1Bs
into the U.S. job market. If you talk to a reporter or politician that
asks what can be done about H-1B, tell them to support HR 1325!

Mr. TANCREDO introduced the following bill; which was referred to the
Committee on the Judiciary
A BILL
To amend the Immigration and Nationality Act to repeal authorities
relating to H1-B visas for temporary workers.
Be it enacted by the Senate and House of Representatives of the United
States of America in Congress assembled,
SECTION 1. REPEAL OF AUTHORITIES RELATING TO H1-B VISAS FOR TEMPORARY
WORKERS.
(a) Repeal of H1-B Provisions- The Immigration and Nationality Act (8
U.S.C. 1101 et seq.) is amended by striking sections
101(a)(15)(H)(i)(b), 212(n), 214(c)(9), 214(c)(10), and 286(s).
(b) Conforming Amendments-
(1) Section 214(c)(5)(A) of such Act (8 U.S.C 1184(c)(5)(A)) is amended
by striking `101(a)(15)(H)(i)(b) or'.
(2) Section 214(g)(1) of such Act (8 U.S.C. 1184(g)(1)) is amended by
striking `1992)--' and all that follows through `(B)' and inserting
`1992)'.
