Joe Guzzardi contacted me to announce his bid to run for the Governor
of California if Gray Davis is recalled. Guzzardi's articles have been
featured many times on this newsletter because he is a great writer
that understands the problems with nonimmigrant visas and how they
affect the economies of California and this nation. Joe's desire to be
Governor is good news for Californians who are sick and tired of seeing
their jobs disappear.
Everyone that wants reform on nonimmigrant visas, outsourcing, and
immigration will benefit by Guzzardi's campaign because he won't allow
status quo politicians to ignore the issues.

Dear Friends,
One of the reasons I have entered the race for California Governor on
the Recall Ballot scheduled for October 7th is because of the many
e-mails I have received from you telling me your personal stories about
how H-1B legislation and outsourcing have changed your lives.
A top campaign theme of mine will be to inform the public about
non-immigrant visas such as H-1B and L-1. Many professional people are
unaware of the dangers of non-immigrant visas so one of my missions
will be to get the message out that every American citizen that works
for a living is a potential victim of this cheap labor program. Routine
replacement of American citizen workers with nonimmigrant workers must
stop. I will propose that the issuance of non-immigrant work visas be
dramatically reduced, if not outright abolished.
Californians have seen too many jobs outsourced to foreign countries
even as unemployment rises and opportunities for new jobs disappear.
California should not outsource state contracts to foreign nations, and
I intend to support legislation that stops this practice. Taxpayer
money should not be used to employ workers in other countries until
everyone in California that needs a job is working.
Enlightened Californians know all about illegal immigration and the
disaster it has caused. And most have growing, deepening doubts about
legal immigration. I want illegal immigration to be stopped and legal
immigration to be far more limited than it is now.

columns will be about Darrell Issa's yes vote on the CAFTA. It is very
important that Americans know who has betrayed them. Regular columns

Unlike Gray Davis, I will not be raising $25 million dollars. That's
the bad news. The good news is that I won't be offering to sign SB 60
allowing Driver's Licenses to be issued to illegal aliens.
The early indications are that Issa, Simon, McClintock are loath to
talk about immigration. We know that Riordan, should he enter, will not
talk about it either. But I will! I have already been on two Sacramento
television stations and had a radio interview with George Putman.
Please tell all your friends that this is a serious effort to get all
of the candidates to talk about immigration and to---with your
support---be on my way to Sacramento by October 8th.

Dear Friends:
I am very grateful to you for your support and encouragement during the
last several days. And please know that I admire each of you for your
steadfast dedication to our collective goal of sensible immigration
policies. Translated that means ending illegal immigration today and
working to dramatically reduce legal immigration effective immediately.
We have been maligned, scorned, vilified or ignored in our quest for
fairness in immigration. All we have asked is that the laws of the U.S.
be enforced. But although rebuffed at every turn, we have pressed on.
Finally, we're been given our reward. A unique opportunity presents
itself. The Recall Gray Davis movement has enabled us to enter the
race. We now have a forum to say what needs to be said about
immigration.
Ten years have passed since Pete Wilson was brave enough to tell the
truth about immigration's impact on California. And look at us now!
During the decade, conditions regarding immigration are many times
worse than when Wilson left office.
We are way overdue for a serious, honest debate about immigration in
California. But who is going to lead that debate? Darrell Issa? Bill
Simon? Richard Riordan? Tom McClintock? Audie Bock? Those career
politicians have chances to forge a new era in immigration every week.
But they have--for the most part--stood by and let conditions
deteriorate to where they are today.
I watched them as they posed and said all of the predictable things at
the Recall Rally in Sacramento on July 26th. Immigration was not
mentioned once. Through the one-two-three punch of the Internet, talk
radio and word of mouth, we will get our message across. In so doing,
we'll force the other candidates, including Davis, to talk about the
number one social problem in California--immigration..
Many more details will be shared in upcoming E-Letters. For today, I
want to bring you up to date on a few administrative details. Fred
Elbel has very graciously offered to design the website. Not only is
Fred creative and talented but he knows our issue inside and out. Fred
will make sure that our message comes through loud and clear. Everyday,
a new message will be posted on the website that addresses an
immigration-related outrage and how I will solve it once I am elected.
Also listed on the webpage will be my position on other issues. While I
believe that "Common Sense in Immigration" is enough to get me to
Sacramento, I will voice my opinion on a wide variety of subjects. We
may not agree on all of them. We'll discuss what differences we might
have the day after the election. For now, let's pledge that we are
united in our cause and will not abandon it for any reason.
We plan to have the website up and running by August 11th, the formal
kick-off for the "Joe Guzzardi for Governor" campaign. The final filing
date for candidate's papers is August 9th. I will officially announce
my candidacy on The Terry Anderson Show on August 10th.
I realize that I am not the ideal candidate. But I am the candidate
that you have. And you know without any doubt where I stand on
immigration. I am beholden to no one. I do not plan to parlay the
governor's office into a race for the US Senate. I have no designs on
the presidency.
We can win. Make no mistake about that. Anyway you dice the numbers,
the bottom line remains the same: we can win.
Of California's 20 million registered voters, only 10 million voted in
the last gubernatorial election. Polls tell us that at least 50%
(really significantly more) of Californians want change now in
immigration laws. If we can get 20% of the five million who want
change and another 500,000 voters who didn't show up last time because
of disinterest in the Davis-Simon choice, we'll be popping champagne on
October 7th long about midnight.

Dear Friends:
As we begin our two and a half month journey to Sacramento, there will
be many twists and turns in the road.
To date, 140 people have filed papers with the California Secretary of
State to be candidates on the second half of the Recall ballot. They
will not become final candidates until they have submitted their
nominating papers with 65 signatures and $3,500 or 10,000 signatures in
lieu of cash.
Some of the 140 may not be able to raise the cash or collect the
signatures. Others still on the sideline have until the final filing
date of August 9th to get their name added.
For those who anted up $3,500 thinking a quest for the Governors job
would be a lark but who have since had second thoughts, good luck in
getting your dough back. According to the Secretary of States
office, the cash-starved state isnt returning a dime. You paid your
money, took your chances and lost.
The bottom line is that the field will be huge. And, as I said in my
first letter, thats good news for us.
More good news is that in the early round of talk show programs,
illegal immigration, our number one issue, is the topic of the day.
Highly visible candidates are giving mostly pat answers to the tough
questions. And most of their answers are flawed. On my website, Ill
address their misconceptions about illegal immigration every day
throughout my campaign. (Fred Elbel, web page designer, informs me that
we are on schedule for August 11th.)
Rumors persist that the Democrats may be weakening on their earlier
pledge not to enter. Understandably, confidence in Davis is low. One
potential candidate is Rep. Loretta Sanchez from Californias 47th
District. Check out her abysmal immigration record here:

Lets keep our fingers crossed that Sanchez joins the fray. Her
presence would not only add another name to the list but might
encourage otherwise indifferent voters to get off their couch and vote
for Guzzardi, the Common Sense in Immigration candidate.
The biggest head-scratcher so far is the statement by Davis that hes
ready, willing and able to sign SB 60, the bill that would allow
illegal aliens to obtain California drivers licenses.
Maybe Davis isnt as savvy a pol as he is cracked up to be. If Davis
signs SB 60, he is a net loser of votes. The Latino Caucus has no one
to turn to but Davis. It isnt going to support Republicans. How does
Davis win by pandering for the Latino vote (already in his pocket) at
the risk of alienating the rest of California (most decidedly NOT in
his pocket)?
What Davis should say to the Caucus is, Fellows, Ive got SB 60 on
the top of my To-Do list. But right now, Im up to my butt in
alligators. You get out there and vote for me and I wont forget you
when I get back to the office on October 8th.
In late breaking news, I was a guest on the George Putman Show July
31st. George gave me a good amount of air time. I encouraged him to
invite any candidate willing to join me in an in-studio debate about
the impact of illegal immigration. Putman knows as much about our issue
as anyone in California and will not be fooled by drivel.
The Record, a daily newspaper in the San Joaquin Valley, printed a
story titled Common Folk Express Frustration about the four local
candidates. The link is:

Although I am referenced toward the bottom of the story, that my name
is even mentioned is something of a miracle. The Record discontinued my
column in 1990 because it disagreed with my position on illegal
immigration.
In closing, I would like to mention a very important point. Although
some have suggested that my campaign is foolish and a waste of time,
they are wrong. I am in this for the duration.
The only way this effort could become a waste of time is if I do not
get the support of all of the thousands of people who have e-mailed,
snail mailed and stopped me on the street to tell me how much they
admire my position on illegal immigration.
If those people come to the voting booth on October 7th and bring two
friends each, then victory is assured.

Just a few words on this Saturday morning:
According today's story in the Los Angeles Daily News, the number of
candidates who have taken out preliminary papers to run for Governor in
the Recall Election now totals 258!
Rumors persist that Gray Davis is under increasingly heavy pressure to
resign. This, in my view, is unlikely. If Davis were to resign, then
the Lt. Governor Cruz Bustamante takes over. Davis hates Bustamante and
Bustamante hates Davis. Their dislike for each other is so intense that
Davis will resist any efforts to force him to quit.
If you missed the exchanges with Bustamante and the press immediately
after the Lt. Governor announced the recall election date, you would
have understood the depth of their animosity. Bustamante, when asked to
describe his relationship with Davis, said, "We have had a few
conversations over the years."
Should Davis hang in, the question becomes, "Will the Democrats add a
prominent name like Senator Dianne Feinstein?"

In my E-Letter #1 I wrote that the more candidates, the merrier. Just
three days ago, there were "only" 140 listed candidates. By the final
filing date of August 9th, there could be over 300 names. Every new
adddition dilutes the vote and makes it easier for us to cross the
finish line first.
Finally, an item of interest for you: while we all understand that
legal and illegal immigration has brought California to its knees, New
York Times editorial writer Paul Krugman is groping in the dark. In his
Op-ed titled "The State of Decline"
(http://www.nytimes.com/2003/08/01/opinion/01KRUG.html), Krugman does
not mention immigration.
In fact, he even wrote about former Governor Pete Wilson without
mentioning immigration. If you have children at Princeton University,
where Krugman currently lectures, you might want to contact the
administration to express alarm that Krugman has so little perception.
On the opposite end of the journalistic spectrum is this right-on piece

With Gov. Gray Davis facing recall, a budget $38 billion in deficit,
and a bond rating dropped three notches by Standard & Poor's to near
junk-bond status, the lowest of all 50 states, the Golden State is no
more.
Who killed the goose that laid the golden eggs?
Certainly, Davis, who misled voters about the gravity of his budget
crisis in 2002, and won re-election by demonizing his GOP rivals,
deserves his 20 percent approval rating. But Gray Davis did not kill
California.
The United States government did. For what killed California as the
golden land was massive and unrestricted immigration from the Third
World, an unrepelled invasion from Mexico, and a failure to protect the
U.S. manufacturing base and the wages of America's workers.
During and after World War II, California became a bastion of our
defense, aerospace, auto and TV industries. Hundreds of thousands were
hired to become the highest-paid manufacturing workers on earth, giving
California the world's highest standard of living. The average
California wage once stood at 130 percent of the average U.S. wage.
In the 1970s and 1980s, however, Japan, a free rider on America's
defense, began to engage in predatory trade, attacking and killing, one
by one, U.S. industries and capturing U.S. markets with subsidized
exports.
California suffered first. Our TV industry was wiped out. Our auto
industry was reeling when Ronald Reagan stepped in to impose quotas on
Japanese cars. Reagan also intervened to save the semiconductor
industry, Big Steel and Harley-Davidson. Unlike today's free-trade
fanatics, Ronald Reagan put America first.
But it was under Bush-Clinton-Bush that California was irrevocably
sacrificed to the gods of the Global Economy.
During Bush I's term, millions of Mexicans began to flee north to seek
jobs and take advantage of the health care, welfare and free education
American citizens provided for their people. For one-third of the
illegals, California became the destination of choice.
What the U.S. government should have done was obvious, and was demanded
by Americans: Enforce our immigration laws, halt the invasion, restrict
immigration from the Third World. But America's politicians out of
fear of being branded xenophobic and to curry favor with Big Business,
which benefits from an endless supply of low-wage labor did almost
nothing to protect America.
Californians tried to defend their state. As illegals poured in by the
hundreds of thousands yearly, they passed Proposition 187, denying
social welfare benefits to illegal aliens who had broken the law and
broken into the United States.
The open-borders coalition, repudiated and routed, ran to a federal
judge, who annulled the voters' victory. Davis then refused to appeal
the overturning of 187 to the Supreme Court. Hispanic voters rewarded
him in 2002, and California state and local budgets continued to
hemorrhage.
By the 1990s, an exodus of taxpayers had begun. Fed up with being
fleeced to subsidize illegal aliens, Californians began leaving for
Nevada, Idaho, Arizona and Colorado. Two million native-born
Californians left the state in the 1990s, as immigrants, legal and
illegal, sent poverty rates soaring in Los Angeles, Riverside, San
Bernardino and Orange counties.
This, then, is what killed California:
First, open borders. By failing to enforce our immigration laws,
America now hosts 31 million legal immigrants and their children and 10
million illegals, most of them net tax consumers. California got the
lion's share.
Second, global free trade and the trade deficits it produced, now
running at an annual rate of $562 billion in May. This has killed
millions of manufacturing jobs, as thousands of companies closed
factories here and shifted plants to Mexico, Asia and China.
The Third Worldization of California is now far advanced. Yet those
responsible, Bush Republicans as well as Clinton Democrats, still
cannot see what they have done to our country.
But what is happening in California is not confined to California. It
is happening across America. Unless we elect a president who will
enforce our immigration laws and defend our borders, unless we find a
Congress that will jettison the free-trade madness that is denuding
America of her manufacturing, what has happened to California will
happen here.
President Bush appears oblivious to it all but then, so did his
father before him.
