Dr. Norman Matloff has been involved with the H-1B issue for a long time so
I trust he is correct. I am more familiar with the law since 2000.

Oops, Rob, you've got it wrong too.

In the entire history of the H-1B program, there was NEVER any
requirement of this nature. (Except for the minuscule "H-1B dependent"
category established in 1998.)
