Dr. Gene Nelson is in Washington D.C. as a one man lobbyist. His mission is
to educate our policy makers about the problems with H-1B. He is also
telling them how our lax immigration laws are playing into the hands of

I have talked to Gene several times by phone while he had some spare time
from his lobbying efforts. He is upbeat but tired because his schedule is
very busy. Sleep is a commodity he doesn't get much of. I added to his work
load by asking him to email me a report on how things are going. His summary
is below. I may have some more updates because he will be there until 9/10.
Gene thought it would be more effective if he lobbied right before the one
year anniversary of WTC.

Gene's efforts prove that individuals can go to Washington and possibly make
a difference. He has been in the battle against H-1B way before I knew what
it was and he is continuing his efforts. He worked at a company in the
Dallas, Texas area that replaced major portions of their staff with H-1Bs.
Despite having a PhD in physics he has been unable to find work.

Gene's lobbying efforts are being done on his own initiative because he
feels Americans shouldn't have to suffer ruined careers because of the H-1B
program. He also strongly believes that the reliance on foreign labor
without proper controls and background checks compromises our national
security.

WDC Lobbying Report September 5, 2002 to September 6, 2002

Attended FAIR Homeland Security Press Conference, RHOB 10:00 to 11:20 AM,
September 5, 2002. I was impressed with the presentations by
Dan Stein, Rep. Tom Tancredo, and Peter Gadiel, who lost a 23 - year - old
son in the 103rd Floor of the WTC. Peter's son worked for Cantor Fitzgerald.

Dan Stein's response to a question regarding "What will the SAFER Act do
with
regards to domestic - origin terrorism?" was particularly good: "We put
screens
on windows, even if a fly can get into the house."

I respected a FAIR request to keep a low profile. I did not ask any
questions.
I talked afterwards and supplied my USDA handout (U), my CD ROM book
"An American Scam" (B) to Sergio Bustos of Gannett News Service and
Tina Stage of Bloomberg. Tina brought a microphone and tape recorder and
taped the entire presentation. I also talked with Stephen L. Rosen from
FAIR and supplied him with U, B, and N (David North publications)

Also noted a sign on William L. Jenkins envelope slot:
"We do not accept hand delivered sealed packages or envelopes from
messengers or
couriers." I confirmed with the receptionist that this was supposed to be
the
procedure for all offices to prevent anthrax exposure.

Prior to departing for Capitol Hill on Friday, September 6, I prepared a
small note that was stapled to the front of my one - page memo to the USDA -
ARS
and the two - page San Francisco Chronicle Sept. 4 front page story about
the RAND
terrorism report, copied onto a two sided sheet. The note read:

Homeland Security
USDA-ARS, a heavy user of H-1Bs, continues to make it easier for prospective
terrorists to learn how to weaponize anthrax. I would like to talk with you
about this issue and about the larger issue of the national security harms
of the H-1B visa program. I will be in Washington, DC until mid afternoon
Tuesday, September 10. Please call me on my cell at (214) 455 – 8065

I prepared about 40 copies of this handout at NumbersUSA headquarters.

I had received NO positive response whatsoever to the emails that I had sent
on Wednesday night. Thus, I reviewed all contact cards with a CP status and
left each of them a message
or talked with the staffer. I requested that they call me on my cell phone
to set up an
appointment. Four staffers returned calls to my cell phone while I was
lobbying today.
My conclusion is to avoid the use of email. Instead, I will leave phone
messages for
each CP status office before beginning the day's lobbying.

25 offices visited. Friday is apparently a poor day to meet with staffers.
(There was also a special session of Congress in New York City today.)

George Fishman had also referred me to Jay Yakob, who is the Senior Staff
Researcher
for the House Intelligence Committee. Jay Yakob's office is in the Capitol,
Room H415.

When I called Jay, he told me that he was busy and could not take time to
talk with
me after I gave him a brief summary. He suggested that I mail my materials
to him.
Unfortunately, this will delay them substantially as they must be processed
by
the U.S. Post Office prior to delivery to insure they are anthrax - free.
The
e-beam process destroys compact disks. Given those realities, I suggested
that
I hand - deliver them to his office. He agreed. However, by the time I
arrived
at the Capitol about 1 hour later, he had requested that the Capitol Police
bar my entry, since all the materials that I had to deliver "must go through
U.S. Postal Service Processing." Given that no other staffer has imposed
such requirements, I infer that he is stonewalling. I left a VM for George
Fishman
for suggestions as to how to resolve this problem.
